GOAL: Retain expertise by to write a Structural Improvement Plan and begin executing the plan as soon as is feasible

The guiding principle during this phase is to be mindful of the ultimate use opportunities as investments are made. Prioritize and invest based upon ultimate use.

• Facility open by 2018, completed by 2020
• Develop business plan: operations and organizational plan, funding and structure
• Develop Phase Two and Phase Three strategic plans
• Investigate establishment of endowments
• Develop signature events and begin to brand
